ENCO Consulting,  Inc. (ENCO) was founded in 2000 by Courtney R. Urukalo, BBA, MSPT and  Milan Urukalo, PE, in Austin, Texas.

ENCO specializes in providing quality civil engineering plans for dry utility placement, and obtaining regulatory permits from governing  authorities. Through the years, ENCO has engineered and permitted  hundreds of miles of routing for dry utilities, including communication  lines, gas lines, cable TV lines and electric lines for extensions,  relocations and replacements, to fulfill a variety of purposes.

We will work directly with both the utility providers and the  developers. We treat each project, big or small, with the same hands-on, proactive approach. Each project gets the attention and support that it requires to be completed within the design criteria, as economically as possible and practical, on or ahead of schedule. Our work ethic,  integrity and professionalism has allowed for the establishment of  positive working relationships within the industry.

We are proud to be performing services for numerous companies,  including Texas Gas Service, AT&T, Time Warner Cable, tw telecom,  Grande Communications and GAATN. We are equally proud to be associated  with projects for developers such as Ferrovial, Catellus, Prologis and  Endeavor, as well as The University of Texas at Austin. Although the  majority of our work is in the Central Texas area, ENCO has work  experience outside of Texas, including the Denver, CO metropolitan area.
