Courtney R.  Urukalo, B.B.A., M.S.P.T. Chief Operating Officer/Secretary-Treasurer

Courtney is a Founding Officer of ENCO and serves as the company Chief Operating Officer, as well as Secretary-Treasurer. Courtney earned a Bachelor  of Business Administration from the University of Texas at Austin, and a Master of Science in Physical Therapy from Texas State University.  Courtney has over 15 years of business management experience in a  variety of settings.  Courtney is integrally involved in client and  subcontractor negotiations, as well as human resource and employee  relations. She is involved in all business management decisions, as well as day to day operations. Courtney excels at multi-tasking and general project oversight.

 

Milan

Milan Urukalo, P.E. – President, CEO

Milan is a Founding Officer of ENCO, and serves as the company President and Chief Executive Officer.  Milan earned a Bachelor of Science in Civil Engineering from the University of Texas at Austin, and is a Registered Professional Engineer licensed to practice in the states of Texas, Arizona and Colorado.  Milan has 15 years of professional experience encompassing a wide array of civil engineering projects, specializing in Dry Utility Engineering Design, Utility Coordination relevant to telecommunications and natural gas infrastructure, as well as Project Management.  Milan’s technical competence and strong interpersonal skills have fostered excellent working relationships with clients as well as with review and regulatory agencies in numerous jurisdictions.  He excels at aggressively and successfully executing projects within limited schedule constraints, without compromising quality.

 

Serge

Serge Urukalo – Project Manager

Serge is a Project Manager with an Electrical Engineering background from the University of Belgrade.  Serge has 10 years of engineering project management experience.  He specializes in design and review of Dry Utility plans relevant to telecommunications and natural gas infrastructure, as well as associated Traffic Control Plans.  Serge is very thorough and detail-oriented, and manages ENCO’s QA/QC efforts, as well as ENCO’s numerous drafting subcontractors.

 

Randy

R. Randall “Randy” Johnson – OSP Engineering Designer

Randy is an OSP Engineering Designer, with nearly 30 years of vast experience with Southwestern Bell Telephone Company.  Randy manages ENCO’s telco workprint design and drafting for all AT&T projects.  Projects vary in size and complexity, in both overhead. underground and buried environments.  Project types include cable replacements, VRADs and relocations for various purposes.  Randy is very thorough, and extremely proficient in all aspects of telco design specific to AT&T.  His knowledge of AT&T methods and practices has been an effective Value Engineering tool on numerous projects.

 

Bill

William M. “Bill” Forsythe, P.E.  – Associate Engineer

Bill earned a Bachelor of Science in Civil Engineering from the University of Texas at Austin, and is a Registered Professional Engineer licensed by the State of Texas.  Bill has 15 years of experience with the Texas Department of Transportation, where he served in various design roles as part of the highway construction design office for Central Texas roadway projects.  In his final role at TXDOT, Bill served as the Engineer of Central Design for the Austin District.  He was responsible for roadway project development on major highway construction projects and managed an office staff of 25 team leaders and designers.  Bill was personally responsible for Utility Coordination efforts associated with the US 183 corridor ($154M project).  Bill is thoroughly familiar with Microstation as it pertains to highway design projects for TXDOT, including the use of Geopak software for highway design.  In addition to his association with ENCO, Bill co-owns and operates a construction company, Forsythe Brothers Infrastructure.

 

KenMcCannon

Ken McCannon, P.E. – Associate Engineer

Ken earned a Bachelor of Science degree in Civil Engineering from the University of Texas-Arlington and is a Registered Professional Engineer licensed by the State of Texas.  Ken has 15 years of experience in the design and project management of public infrastructure projects with extensive experience in utility design and coordination.  Ken is well-versed in all project phases, successfully completing projects from conceptual development through the construction phase.  Ken strives to ensure that clients experience satisfaction with both the work product and project deliverables.

 

CharlesTippie

Charles Tippie – Engineering Technician

Charles is an Engineering Technician with over 23 years of diverse experience with Texas Gas Service.  His experience includes all aspects of the distribution gas business from operations to maintenance.  Charles supports the Texas Gas Service Weatherford office with project design and development, as well as contract administration and permitting.  Charles has numerous certifications including Steel Welding, Polyethylene plastic fusion, Inside Basic Service Work, Foreman Certification, Excavation Safety, Leadership Training and Inspector Certification.

 

 

Harold H. Schmaltz – Associate Right-of-Way Agent

Harold is a Registered Right-Of-Way Agent in the State of Texas, with more than 30 years of work experience.  Harold owned and operated S&H Consultants for 17 years, where he was responsible for securing private right-of-way for SBC’s Texas First project.  He is intimately familiar with AT&T procedures for easement acquisition, including researching, negotiating and securing easements for various applications.  In addition to the Right-Of-Way work, Harold is well rounded in all aspects of AT&T specific work, including OSP Design and inspection.
